Neural Review nullifies the requirement for institutional trust by replacing it with deterministic mathematical proofs. Every publication, review score, and editorial action is indexed. Our definition of transparency is not merely policy-driven; it is enforced at the protocol layer.
2. The Archival Resource Key (ARK) Architecture
When a manuscript is ratified by the Triple-Masked Audit consensus, it is finalized into an Archival Resource Key (ARK). This ARK is not a traditional URL; it is a permanent, distributed pointer bound to the cryptographic hash of the document's contents.
The structure of a Neural Review ARK contains:
- The Base Document Hash: SHA-256 representation of the final PDF text.
- The Review Ledger: Contiguous hashes of the asynchronous editor decisions and peer-review matrices.
- The Data Lake Pointer: IPFS (InterPlanetary File System) links to the raw gigabyte-scale datasets utilized for the research.
3. Global Sovereign Mirroring
To prevent the centralized deletion or modification of the scientific record, the Neural Review ledger operates across 14 sovereign global nodes. These nodes, distributed from Swiss nuclear bunkers to decentralized cloud infrastructure in Singapore (AS-S2), ensure that no single state actor or private entity can mandate the redaction of published knowledge.
Any synchronization conflict between the primary Neural engine and a sovereign node requires a 51% consensus vote from the active Associate Editor pool (currently over 40,000 verified keys) to resolve.
4. Transparency in Funding & APCs
Unlike legacy "Open Access" journals that operate opaque and exploitative Article Processing Charge (APC) economies, the Neural Review funding mechanism is fully auditable. All operational costs for server compute, topological semantic scanning, and cryptographic syndication are distributed across a transparent institutional endowment matrix.
