By demanding exorbitant fees—often scaling exponentially with journal brand prestige—traditional publishers exclude researchers from developing economies or non-R1 institutions. Neural Review views this paradigm as an epistemic flaw threatening global scientific parity.
II. The Endowment Matrix Computation
To process the cryptographic syndication of the 14 global archival nodes, raw computational power is required. However, Neural Review decouples the financial burden of this compute from the author through a programmatic Institutional Endowment Matrix.
Major academic consortiums map their grants directly into a decentralized treasury. When an author submits a manuscript that successfully passes the Neural Pre-Screening algorithm, the system automatically checks their Institutional Identifier against the World Bank Classification API and our internal treasury state.
III. Deterministic Exemption Triggers
The APC Waiver Framework requires zero human intervention, preventing discriminatory grant requests. Exemptions are triggered deterministically based on three conditions:
- Tier 1 Waiver: Authors mapped to institutions in Low-Income / Lower-Middle-Income domains receive instantaneous 100% subsidy, fully collateralized by the primary treasury array.
- Tier 2 Parity: Independent researchers not affiliated with R1/R2 institutions can execute a Zero-Knowledge proof of academic independence, resulting in an 80% algorithmic fee reduction.
- Node Reward Routing: Any fees collected from heavily endowed domains are routed exclusively to the infrastructural maintenance of the IPFS Data Lake and the Reviewer Node network, operating at a permanent state of zero corporate profit.
